Does my hon. Friend agree that the predictions in the White Paper are essentially based on a continuation of present, or immediately past, behaviours and past or present policies? There is every reason to believe that if more determined steps were taken to promote the wave and tidal technologies, and even photovoltaics, those timelines could be drastically shortened.
