The hon. Lady has not been listening to the main thrust of my argument. I do not suggest that reducing drivers' speed and getting them to conform with speed limits is undesirable—indeed, I hope that I made it clear, as I do in letters to my constituents, that many benefits will flow from an overall reduction in people's driving speeds. I do not wish to go off at too much of a tangent, but there are arguments that some of our speed limits are bizarre and that they have become very complicated. As a result, it is often difficult to tell what the speed limit is, so drivers tend to adjust their speed to what they think is reasonable for safety's sake, but then find that it is not the limit
that they expect. There are roads in my constituency where the speed limit reduces just as it enters a rural area.
