Will the hon. Gentleman expand on his reasons for the term ''major roads'' in his amendment? I am not aware that it is a term of art known to law in any part of the country. Why is it necessary? We had a major disaster with the Braer in my constituency. Many of the roads in the southern part of Shetland could not, by any estimation, be called major roads, but they would clearly be vital to human welfare for the purposes of subsection (1)(a).
