My hon. Friend makes a good point. However, I do not want to close whatever slight avenue remains open for exploration. I should like the Minister to go away and think about the issue. On the ground that I shall raise the matter on Report, I am prepared to recommend to my hon. Friends that we not press the amendment.
I am not sure whether we can vote on new clause 17 now. Perhaps you could give some technical guidance, Mr. O'Brien.
