The hon. Gentleman will recall the speech by my hon. Friend the Member for South-East Cornwall (Mr. Breed) on Second Reading. Can I take it from new clause 4(8) and the point that he makes about the provision of independent advice, that the trustees body would license independent financial advisers in major garrison towns who could advise members of an existing scheme on whether to transfer to a new scheme? I would welcome that.

My constituents want to take advice on whether to transfer from the old to the new scheme when it is introduced. If I understand what the hon. Gentleman is saying, such trustees could license advisers in the major garrison towns to provide that advice.
