I rise on a point of clarification, because I am not sure whether what the Opposition spokesman intends is possible with the amendment, inasmuch as his wording is predictive. I understand how we can measure the rates of return according to the capital that a company has accumulated, but if we are considering market expectations, who judges what those expectations are? The company may be performing as well as it can.
