I am listening carefully to the hon. Gentleman, who seems to be saying two things. First, he is saying that incineration should be even further down the hierarchy, in which case there would be greater justification for a moratorium. Secondly, he supports a tax on incineration: does he share my disappointment that such a tax was not included in yesterday's Budget?
