I am interested in what the Minister says. He was not at the sitting the week before last. We all agree with the spirit of the goals, but the problem is that there is very little agreement as to how to achieve them. The purpose of targets, surely, is to know what has to be achieved across the country in order to work towards it. The spirit is fine words, but not a lot of substance.
