I am sure that the hon. Member for Runnymede and Weybridge knows the structure of local government in the north-east as well as I do, so why does he think that there would be such a gap between
the cost in the north-east and that in Yorkshire and Humberside? My understanding is that the number of local authorities in the north-east is equivalent to the number of local authorities that are not unitary authorities in Yorkshire and Humberside.
