Clause 5 - Referendums: frequency
Regional Assemblies (Preparations) Bill
12:15 pm

Mr Gary Streeter (South West Devon, Conservative)
In one of the towns in the country—I forget which one—only 11 per cent. voted for a directly elected mayor. If, in due course, a referendum were held in a particular region and only 11 per cent. voted, would the Minister consider that there had been a legitimate expression of popular opinion?
