My hon. Friend might care to reflect on the different constituencies that are represented by my hon. Friend the Member for New Forest, West and the CBI. The CBI is looking at these matters from the narrow perspective of business; that is quite proper, and it is a very important perspective. However, it cannot be a conclusive perspective in constitutional matters. Does my hon. Friend not agree that it is perfectly legitimate for the CBI to come forward with a position concerning the narrow interests that it represents?
