I take the hon. Gentleman's points about the sword of Damocles and repeated referendums being disruptive. Does he accept that, if amendment No. 1 were passed but were not accompanied by the associated clause 1 amendment that we may debate later, local government and the regions would be exposed to repeated referendums and reorganisation without limit?
