Clause 17 - Chief Constable's functions

The Chief Constable is asked, under the clause, to have regard to the policing plan in discharging his functions. It seems that the primary author of the policing plan is the board. In subsection (3), the Chief Constable is asked to have regard to any code of practice under section 27.
