Whether we agree or not, any member of the Committee is entitled to table an amendment for a Welsh planning body. If that is not so, why does clause 54(1) state:

''There must be a spatial plan for Wales''?

If devolution in town and country or spatial planning matters has been given to that great Principality, why did the Government table subsection (6)?
