I want to be absolutely clear on this point. The existing legislation for the collection of waste, the Environmental Protection Act 1990, provides for exceptions when houses are too remote or difficult to get to. The Minister suggests that bring-sites could be more convenient for the collection of recyclates. I wonder whether he means the bring-sites that are at the base of a number of tower blocks. They are clearly as convenient for residents, who have to bring their other waste down to that site. If he is suggesting that such people must have a car and drive some distance to find a municipal bring-site, I fail to see how that could possibly be more convenient.
