That is an interesting idea, but it will not work that way. It is up to the SOSREP to decide where the ship has to go. He would obviously liaise with the owner of the particular facility, but it would be his decision as to where that ship was placed. The sort of bargaining to which the hon. Gentleman referred would not necessarily be relevant, but it is an interesting idea.
