The Minister's answer was not wholly convincing. My hon. Friend the Member for Isle of Wight (Mr. Turner) made a valid point. It seems to me that there should be a power for the local authority to exercise a veto before going to all the trouble and expense of a ballot. However, I believe that we have explored the matter as much as we can, and I beg to ask leave to withdraw the amendment.
