I imagine that there may be circumstances when a local authority may be a tenant of a property in a town centre and, by virtue of its tenancy, may be a ratepayer and bound to make a contribution within an area. I suspect that that reference is also included to give power to public bodies to pay if, after consultation with proposers and billing authorities, the public bodies wish to make a contribution.
