The hon. Gentleman said that his proposals are for an option, and the wording in amendment No. 93 follows that. However, amendment No. 96, which deals with clause 48, says that business improvement district arrangements ''must'' identify any owners of superior property interests. Will he clarify that point? One amendment says that the inclusion is optional while the other says that it is compulsory.
