It is not tittle-tattle. I am reporting the comment reported to have been made by a Housing Minister to a representative group outside Parliament—none the less, I think that it was authoritatively made—that of the 34 authorities, Barking and Dagenham was likely to be the only one that the Government regarded as being in housing need.
