It is my understanding that it will be covered, and if the designated premises supervisor cannot be present on the premises when alcohol is being sold, it is their responsibility to have someone nominated and named who will be responsible for that occasion; that will often be the person who applied for the use of the hall—the secretary of the chrysanthemum association, let us say.
