I shall now put the question of whether clause 4 should stand part of the Bill.

On a point of order, Mr. Benton. I wonder if you could advise us. Given that we discussed whether clause 4 should stand part of the Bill under clause 3, what is the position on the new clause 4?

It is an existing clause and whether it should stand part of the Bill is being put to the Committee, as we have debated it with the previous group of amendments. It is now merely a question of putting the question formally. I repeat the question.
