I am grateful to the Minister, who went over ground that we had covered before and explained logically why the additional amounts are needed. I hope he does not feel that I am being churlish in pushing these issues. It is important that we know exactly why the larger figures have been chosen. In the spirit of co-operation that has prevailed so far, I beg to ask leave to withdraw the amendment.
