This is an important point. The Minister used the word ''intent'', which is a key word in the Scottish legislation, for the first time. Is he now saying that the intent must be to pursue the mammal with dogs, or is it that the intent must be to kill the mammal with dogs? What effect would killing the mammal with a shotgun have? How is he using the word ''intent''?
