I am grateful for that clarification from the hon. Gentleman. If the Bill becomes law, however, it will be an Act of Parliament, not an Act of Commons. Therefore, he does not deal with the anomaly that I raised this morning with regard to the Green party, which is not represented in the House of Commons, but is represented in the House of Lords.
