I understand my hon. Friend's point and I may well be ready to go some way down the road with him. However, will he not concede that given that the tests are subjective and that the Bill does not lay down precisely what judgment the registrar must make, it will be necessary for him to understand, for example, what is meant by a pack of hounds and how a pack operates? Otherwise, how can he hope to make any kind of subjective judgment?
