The hon. Gentleman says that the National Assembly has not been a resounding success. Does he agree that the Welsh Assembly's method of processing payments for the sheep annual premium has been worse than DEFRA's, and that it is an example of how Welsh farmers have been penalised by a Welsh-only solution?
