Perhaps I can answer the point that I understood the Minister to be making, and he can correct me afterwards. The fact that he is leaping to his feet like a jack-in-the-box perhaps indicates the weakness at the heart of his Bill. I understood him to say that it is possible to apply the same evidence and come to different conclusions on it.
