On the definition, which is very important, the Minister sometimes says ''least cruelty'' and sometimes says ''least suffering''. Given that we are trying to eliminate cruelty, it would be helpful to agree that, although it is easy for us to discuss the concept of least cruelty, the term is not really accurate. He is really talking about least suffering. I am not trying to trick him, but I want to make sure that we are using the same language.
