The Minister has made a tremendously important contribution. I shall be happy to give way again if I am misinterpreting his remarks, but I think that he is accepting that this provision requires an objective, comparative assessment of the relative degree of suffering caused by all the methods involved for the registrar to reach the conclusions required under clause 8(2). If the Minister is saying that, we have reached a very important alignment. To have that on the record will make it much more straightforward for the registrar to carry out his or her work.
