Mr Peter Luff (Mid Worcestershire, Conservative)

They are doing what the Labour party and the League Against Cruel Sports invited them to do. That is the difficulty. The Minister, to give him credit again—as I do on many matters—recognises that the Scottish law is far from perfect. It has had unintended consequences and is in fact more than far from perfect; it is a disgrace. It never had suffering and cruelty at its heart, which is what we are seeking to put in this law through amendment No. 174. It had prejudice, class envy and hatred at its heart. That is why the two tests of cruelty and utility are so important. That is the problem.
