''Past measures'' is correct. If one considers what is happening in Scotland, one realises that the measures are rather ineffectual. I will take the Under-Secretary's word for what he said.
I have never heard of a Government Bill—the Bill is signed by the Prime Minister—which not one single person spoke in favour of on Second Reading.
