First, I am certain about the legal position. The Bill, as amended by the House of Commons on Monday and amended by us in Committee, is consistent with the human rights requirement. On the technical question of when the Bill must be certified, it must be certified before its Second Reading in the Lords. The hon. Gentleman is right to say that the Government must certify the amended Bill. When a Bill is introduced, the Government must state their position on it as drafted. If the House of Commons amends a Bill, which it does on many occasions, the statement must be made as the Bill reaches its Second Reading in the House of Lords. I assure the hon. Gentleman that that normal requirement will be fully complied with.
