In a way, this question is subsequent to the previous intervention: can the Minister remind me of the stage at which the Secretary of State must signify that the Bill is in accordance with the European convention on human rights? She certified the original Bill, but this Bill has no such certification—I will keep talking for a little while to allow the Minister to obtain advice from his officials. This betwixt-and-between Bill is a mixture of two separate Bills. Why is there no certification that this Bill accords with the European
convention on human rights? At what stage will the Secretary of State provide such certification? Will it be in good time for Report, which I think is Wednesday next week?
