Let us suppose that a CHAI review says that a hospital's maternity department is no longer viable and should close—a perfectly reasonable scenario, given the pressures and changes in the maternity arena. Let us suppose also that the regulator's authorisation says that that hospital must provide maternity services. What process does the Minister envisage for a resolution of those conflicting aspirations?
