This issue relates to the first of the three points that I was raising. If the Under-Secretary cares to look at the existing clause 47(1), he will see that it sets out what was originally intended to be the boundary of CHAI's reviews of NHS foundation trusts. Can he say that that remains the boundary, or can CHAI go beyond the terms of the authorisations, requirements under enactments, or arrangements with other NHS bodies to comment on NHS foundation trusts in other respects?
