Has my hon. Friend and, indeed, the Minister considered agency staff? For a variety of reasons—mainly to do with the environment in which we live—they represent an increasingly large proportion of the NHS work force. It would be extraordinary if such an important body of people were to be excluded from the staff constituency. What assessment have Ministers made of that?
