I have not had the opportunity to explain the purpose and mechanism of amendment No. 119. However, its purpose is not what the hon. Gentleman suggests; rather, it would provide that the carers of patients who also happen to fall within the definition of employees of the corporation—in other words, they are part of the staff constituency—cannot be treated as part of the public constituency.
