I take the Paymaster General's point. Having said that—I hope that she will excuse my pressing this point—there is a general perception that very little consultation has taken place. For example, the Institute of Chartered Accountants has stated that much of the tax legislation in this area
''has been fundamentally redrafted with . . . no prior consultation or publicity''.
I apologise for pressing the point, but it is important: over what period of time has she consulted and with whom? The general feeling is that there has been little consultation.
