Presumably not to polling stations but to the municipal buildings. We already have postal ballots. Amendment No. 1 in effect provides not only that we should not have a 100 per cent. postal ballot in Scotland, but that we should not allow those people in Scotland who have already applied for postal ballots to have them. Next June, those people will face exactly the problems that the hon. Gentleman suggests. They have to post their ballots anyway. Is he saying that, under amendment No. 1, nobody should be allowed to have a postal ballot?
