The Minister appears to be conceding the point I made, although she has wrapped it up a bit. In fact, the provision is based on a hypothesis. It anticipates a decision yet to be taken, although the prescription of the manner in which that decision will be conducted is prescribed under the treaty. She looks puzzled, which is due to the difficulties inherent in the process that she has brought forward in the Bill.
