Despite the fact that there is a majority vote, there is still an obligation to give effect to a decision. That is set out in the protocol, which states:

''The Council shall adopt a decision to that effect.''

If the decision is made by majority vote, why should it be arrived at in any event? Surely it is dependent on whether there is a majority.
