Obviously, I do not have a crystal ball that can forecast what will happen in every eventuality. However, I believe that safeguards will ensure that someone who is under surveillance is not engaged. I am not sure exactly how what the hon. Gentleman has described or subsection (4) would prevent a repeat of the situation that he described.
