Does the hon. Gentleman feel that the word ''community'' is defined too narrowly in amendment No. 228? Nowadays, one of the great attractions of the internet is that it makes it possible to form a non-geographical community. For example, I might feel
that I have more in common with the hon. Gentleman than with my neighbour, who does nothing but watch football.
