One thing that struck me when I read those estimates was that the IFS could not have known the rate that the Government would pay for a second adult, which we have discovered that they plan to do, and that it could not have known the amount for lone parents through the working tax credit. Both those additions to the value of the credit will bring on extra people beyond those estimates.
