As the hon. Gentleman advised, I read the provision silently to myself. Not being legally trained, I, too, look forward to the Minister's comments. If the hon. Gentleman believes that the provision, whatever it says, is worthy of inclusion in the Bill, can he explain why his only amendment is to leave it out completely rather than frame a new form of words?
