I am grateful to the Minister for that explanation. He simply says that the clause is technical, but will he give us further information about the way in which it will operate? I do not wish to delay the Committee, as I am sure the Minister appreciates, but it would be helpful if he could give us further details about the technical aspects of the clause, which I am sure he has been given.
