I have been listening to the hon. Gentleman's argument carefully, and I wonder whether he would extend it to the issue of having different laws in different parts of the country. For example, some local authorities have byelaws banning the consumption of alcohol on their streets, and others do not. As he is against CSOs having different powers in different places, does his argument also apply to the eradication of all differing byelaws, of which there must be hundreds?
