Is my hon. Friend aware of the letter that all chief constables and police authority chairmen in the north-west—Cumbria, Manchester, Lancashire, Merseyside and north Wales—sent the Minister, making that point and saying that Government decisions to find money centrally and apply it solely to the employment of CSOs would immeasurably damage the principles of local choice and accountability? They support the amendment; I wonder whether the Government do.
