I draw the hon. Gentleman's attention to the official response to the Government's White Paper ''Policing a New Century'' on 18 January in which the Police Federation said that it believed that it was necessary for the Home Secretary to have that power. I understand that to be the position of the Police Federation nationally, notwithstanding the views of the hon. Gentleman's local branch.
